What the law requires

The Health and Safety at Work Act 1974 and the Workplace (Health, Safety and Welfare) Regulations 1992 require that mechanical ventilation systems used for providing ventilation are maintained and cleaned as appropriate. You are also required to ensure that the ventilation in any enclosed workspace is effective and provides a sufficient quantity of fresh or purified air, the guidance states that this fresh air supply rate should not fall below 5 to 8 litres per second, per occupant.
For new ductwork installations DW/TM2 (1991) Guide to Good Practice and DW/144 (1998) Specification for Sheet Metal Ductwork state that where specific cleanliness levels are required (for instance in Hospitals) or where sheet metal is used then the ductwork should be cleaned prior to commissioning.
